ISPS and MTSA Training Facilities security training courses that comply with all International Ship and Port Facility Security (ISPS) Code and Maritime Transportation Security Act of 2002 (MTSA) are now available at Port Manatee. These modular courses were developed to meet the training requirements outlined in 33 CFR 205, 210 and 215. Courses are offered at Port Manatee, Palmetto, Fla. on the specified dates below. FACILITY SECURITY OFFICER (FSO) TRAINING The FSO Certification course has been approved by the U.S. Maritime Administration and fully meets the training requirements outlined in the International Ship and Port Facility Security (ISPS) Code section B 18.1 and the implementation regulations of the Maritime Transportation Security Act (MTSA) Title 33 Code of Federal Regulations Part 105 -- fully complying with U.S. Coast Guard training requirements. It is an 18-hour course, presented over two days. The cost is $400. A certificate will be issued to attest to the completion of the training. The FSO training meets the requirements of 33 CFR 105.205 and ISPS Code B 18.1 and includes:
- Security organization
- General vessel and facility operations and conditions
- Vessel and facility security measures, including the meaning and requirements of each MARSEC level
- Emergency preparedness, response, and contingency planning
- Security equipment and systems
- Methods of conducting audits and inspections
- Control and monitoring techniques
- Relevant government legislation and regulations
- Responsibilities and functions of local, state, and federal law enforcement agencies
- Risk assessment methodology
- Methods of facility surveys and inspections
- Instruction techniques for security training and education including security measures and procedures
- Handling of security sensitive information and security related communications
- Current security threats and patterns
- Recognizing and detecting dangerous substances and devices
- Recognizing characteristics and behavior patterns of persons likely to threaten security
- Techniques used to circumvent security measures
- Conducting physical searches and non-intrusive inspections
- Conducting security drills and exercises, including exercises with vessels
- Assessing security drills and exercises

Maritime Security for Military, First Responder, and Law Enforcement Personnel
The program is a 16-hour program presented over two days.
The cost is $400.

MTSA Security Plan Auditing
This course was created to provide information on the requirements and process of auditing Facility Security Plans as required under MTSA regulations. This course supplements the Facility Security Officer course by providing in-depth training specifically on the auditing process.
This is an 8-hour course presented in one day.
The cost is $200.
Students will receive a certificate attesting to course completion.
Course content includes:

- Audit documentation
- Assembly and training of an audit team

Security personnel training meets the professional training requirements for persons filling positions in seaport security outlined in current Coast Guard regulations. It is a 4-hour workshop presented in one afternoon session. The cost is $60 or $45 if taken with MTSA/ISPS Familiarzation for Facility Personnel training. Prerequisite: MTSA/ISPS Familiarization for Facility Personnel A certificate will be issued to all individuals completing this course. Security personnel training meets the requirements of 33 CFR 105.210 and ISPS Code B 18.2 and includes:
- Current security threats and patterns
- Crowd management and control
- Security related communications
- Knowledge of emergency procedures and security plans
- Operation and security equipment
- Testing, calibration and maintenance of security equipment
- Inspection, control and monitoring techniques

The MTSA/ISPS Familiarization module was developed to meet the professional training requirements outlined in 33CFR 105.215. This 4-hour seminar provides a basic understanding of the regulations, crime prevention and how facility personnel support security operations at the faciliity. The session is a pre-requisite for security personnel training. Training is presented as a 4-hour workshop in one morning session. The cost is $30. A certificate will be issued to all individuals completing this course. The MTSA/ISPS Familiarization module meets the requirements of 33 CFR 105.215 and ISPS Code B 18.3 and includes:
- Relevant provisions of the security plan
- The meaning and consequential requirements of each MARSEC level
- Recognition and detection of dangerous devices
- Recognition and behavior patterns of persons who will likely threaten security
- Techniques to circumvent security
