The rates, rules and regulations contained in this Tariff shall apply equally to all users of the waterways and facilities, and shall apply to all traffic on the waterways and facilities on the effective date shown in this Tariff or amendments thereto.
Articles of a highly inflammable or explosive nature or articles of uncertain value or objectionable nature will not come under this Tariff or be provided with wharfage handling or storage services except under advance arrangements with the Port Director.
Charges published in this Tariff will be in addition to those assessed for transportation except to the extent that such charges are absorbed by the transportation carriers.
