BACKGROUND:
On February 20, 2020, the Authority approved the contract with Flores Construction Company in the amount of $1,238,073 for all necessary labor, equipment, and materials for the construction of loading docks. On May 19, 2020, change orders 1-6 were approved for a net decrease of $19,193.98. Change Order 7 increases the contract $1,500 for the relocation of a fire hydrant due to the building shift and Change Order 8 decreases the contract
$62,665.63 to take advantage of sales tax savings, in accordance with Section 212.08(6), Florida Statutes and Rule 12-A-1.094, Florida Administrative Code. Overhead doors and pit levelers will be purchased directly from Paratec Door Solutions, Inc., in the amount of
$59,024.18.

Dear Mr. Isiminger,
In reference to your requirement to provide additional services to incorporate at Berth 10 railing for your line handlers, steps, a smooth walking path, asphalt tie in at road edge, and a new rail to replace the old deteriorated rail along the top waterward corner of the wall to the Docks Inspection and Repair project, please find attached proposal.
PROJECT DESCRIPTION
Manatee County Port Authority (MCPA) has secured the services of RS&H, Inc. to provide engineering design for repairs of Berth 10. Additional engineering services are required in order to incorporate:
A smooth walking path behind Berth 10 from the cellular cofferdam section of Berth 10 to the bollard near Berth 11.
A smooth rail or edge at the top waterward corner of the wall.
A ground surface right behind the wall no more than knee height below the rail. At the existing elevated rail, the ground will need to be raised or the rail lowered to meet this requirement.
Steps or a smooth safe slope of asphalt millings down to the ground behind the wall all along the area where the walking path is higher than the wall.
All of the rock east of the bollard foundation near Berth 11 removed ~2’ and covered with fill to flush with the top of the bollard foundation, the fill will be set on heavy filter fabric laid down on the rocks and wrapped up over the edges of the excavation.
Asphalt millings on the ground surface throughout if not the whole depth.
New rail to replace the old deteriorated rail along the top waterward corner of the wall.
Removal of the protruding rail that catches the line.

PROJECT DESCRIPTION
The intent of the overall project is to provide dock inspection at Berth 6 and Berth 7 gantry piers, inspection for the TransMontaigne impressed current cathodic protection system, and inspection at the dock face walls for Berths 7-10. The project will be re-designed to incorporate maximum repairs within a specified budget. RS&H, Inc. is the CONSULTANT and Manatee County Port Authority is the AUTHORITY as referenced in this scope of services.
SECTION 3 – SCOPE OF ADDITIONAL PROFESSIONAL SERVICES
Task 1 – Project Administration and Management
Meetings The following management meetings will occur during the project:
Meeting to review drawing updates to revised scope.
Meeting with Port Manatee to discuss updates to plans.
Progress Reports The CONSULTANT shall provide the AUTHORITY with monthly progress reports.
AUTHORITY Review and Comment The CONSULTANT shall provide responses to the AUTHORITY’s comments no later than fourteen (14) calendar days after receiving the final comments for revised bid documents.
Project Scheduling The CONSULTANT shall prepare a revised project schedule for additional services work.
Project Schedule The CONSULTANT will complete all work within 45 days of notice to proceed (NTP). This includes five (5) workdays for AUTHORITY review and comment of the updates. Work will be completed not later than 15 July 2020 assuming NTP on 17 June 2020.
Task 1 Deliverables:

On August 16, 2018, Carver Maritime LLC (“Carver”) entered into a Lease Agreement, which was subsequently amended by Port Manatee and Carver Maritime, LLC Lease Amendment One on July 23, 2019, Amendment Two on August 15, 2019, and Amendment Three on October 8, 2019. Carver wishes to sublease 48,000 square feet of Building 1, 300 amp electrical service, one east side and one west side overhead door, and up to 16,000 square feet of outdoor space to provide space for a car, portable building and staging area on the east side of Building 1 to Gateway Co-Packing Acquisition LLC (“Gateway”) for the purpose of storing and packaging of salt. The lease requires the written approval of the Authority for Carver to sublease to Gateway. The sublease does not adversely affect the interests of the Authority.

WHEREAS, Carver desires to sublet 48,000 square feet known as Building 1, 300 amp electrical service, one east side overhead door, one west side overhead door, up to 16,000 square feet of outdoor space to provide space for a car, portable building and staging area on the east side of the building of the leased premises to Gateway Co-Packing Acquisition LLC (“Gateway”) for the purpose of storage and packaging of salt and or any other lawful purpose related to the foregoing; and
WHEREAS, the provisions of the sublease do not adversely affect the interests of the Authority and may enhance or promote the flow of waterborne commerce through Port Manatee.
NOW THEREFORE BE IT RESOLVED by the Authority that permission is hereby granted for Carver to sublet the aforementioned premises pursuant to its Lease with the Authority to Gateway to the extent set forth in the Lease entered into by and between Carver and Gateway dated June 2, 2020.

AGENDA ITEM 1.I.: DOCK LEVELERS CHANGE ORDER BACKGROUND:
On May 19, 2020, the Authority approved the purchase of dock levelers from American Roll-Up Door Co. in the amount of $250,277 to replace damaged levelers on several of the Port’s warehouses. The number of dock levelers required is one short of the number needed. Additionally, concrete repair work to the leveler bays at Warehouse 4 is necessary. The amount of the change order is an increase of $18,483.82.

INSTALLATION: All prices for installation are based on the following:
Project Total: $10,680.00
Unless specifically stated otherwise, all installation will be performed by factory-trained non-union personnel. If union labor is required, additional charges will apply.
All wire, wiring, conduit, electrical hookup, control wiring, mounting of control panels and outside lights (if applicable) by others.
Prices are based on installation of equipment during normal business hours and a normal business week. If specified work is to be done on weekend, additional charges will apply.
Pricing is also based on all equipment being installed on same trip with driveway to be poured prior to start of installation. Additional charges will be added if additional trips are involved due to site conditions.
If installation involves removal of existing equipment, pricing does not provide for handling and disposing of existing equipment unless otherwise specified.
Preparation of site, removal of obstructions to accept equipment, cutting, patching, and painting is by others. DOCK LEVELERS: Specific to dock levelers and their proper installation:
Installation of levelers excludes excavating, forming of pits, and pit steel. Pit forming can be provided and quoted as an option.
Installation pricing includes necessary materials, off loading into pre-formed pit, positioning, shimming, and welding in place for pit leveler only.
Box Leveler - Shimming and securing a box leveler in place is the responsibility of others. Installation refers to final adjustment only for this type of leveler.
If pit formation has been included, Just Rite Equipment, Southern Dock Products, and affiliates are not responsible for any sub- surface complications during pit excavation. Should unforeseen obstructions (conduit, water lines, wall thickness greater than 10", slab thickness greater than 6", etc.) be encountered, customer will be notified.
Unless otherwise noted, pit formation does not include a dust control enclosure around the dock during concrete cutting.

SELECTION
BACKGROUND:
A Request for Qualifications (RFQ) was published on May 11, 2020, for the Berth 4 Extension Improvements and Mitigation project. The intent of the RFQ was to cover all professional services necessary for the extension of Berth 4, including design, permitting, construction and monitoring phase professional services for the improvements and the related environmental mitigation. Responses were received on June 10, 2020, and the Evaluation Committee met on June 12, 2020, to rank the responses. There were two responders, Atkins and Stantec Consulting Service Inc. as prime with a team consisting of Moffatt & Nichol, Gahagan & Bryant, CSA and S&ME as subs. A consensus was reach during the meeting with the following ranking:
